I’m going to say something that might surprise you: the best value in portable garage storage right now comes from Harbor Freight. And it’s not even close.
The Bauer modular storage system is a lineup of interlocking toolboxes, organizers, and tote bins that stack, connect, and roll together as a single unit. They’re IP65-rated against dust and water. They’re built from high-impact resin. And they cost a fraction of comparable systems from Milwaukee, DeWalt, or Ridgid.
I’ve been using the system for three months across shop projects, car maintenance, and general garage organization. Here’s the full assessment.
What’s in the System
The Bauer lineup includes several components that all use the same connection mechanism. Large rolling toolbox with telescoping handle. Medium stackable toolbox. Small toolbox for daily-carry essentials. A 12-bin small parts organizer. And a tote bin with dividers for larger items.
Every component connects to every other component. Stack the small box on the medium box on the rolling box, click them together, and wheel the entire stack to your project. Unstack at the job site, grab what you need, restack when you’re done. The connection mechanism is secure — the boxes don’t separate accidentally — but releases with a simple latch.
The IP65 rating matters more than you might think. Garages get dusty. Tools get wet. A storage system that keeps both out means your tools stay clean and rust-free without additional protection. I’ve left the Bauer boxes on the garage floor during a rainstorm (door open, my mistake) and everything inside was dry.

How It Compares to the Competition
Milwaukee PACKOUT is the benchmark in modular tool storage. It’s excellent. It’s also expensive — a comparable PACKOUT setup runs 2-3x the cost of the Bauer equivalent. The PACKOUT connection system is marginally more robust, and the overall build quality is slightly higher. But the Bauer system is 90% of the functionality at 40% of the price.
DeWalt ToughSystem 2.0 and Ridgid Pro Gear are in a similar price range to PACKOUT with similar quality. They’re all good systems. But if you’re a homeowner who uses tools for weekend projects and car maintenance — not a professional contractor carrying tools to job sites daily — the premium for these brands is hard to justify.
The Bauer system’s sweet spot is the home garage user who wants organization, portability, and weather protection without the contractor-grade price tag. If that’s you, the value is exceptional.
What Works
The rolling base box is the standout. Deep enough for power tools, smooth-rolling wheels that handle garage floor cracks and driveway gravel, and a telescoping handle that extends high enough for comfortable pulling. I use it as my mobile workshop — load it up, wheel it to the car, work, wheel it back.
The small parts organizer is genuinely useful. Twelve removable bins sized for screws, bolts, electrical connectors, and other small hardware that otherwise ends up in a junk drawer. I mounted mine on the wall above my workbench for quick access. The bins pop out individually, so you can take one bin to the project instead of the whole organizer.
The stacking mechanism works. It’s not as polished as PACKOUT’s — the latches require slightly more deliberate engagement — but it holds securely and releases cleanly. After three months of daily stacking and unstacking, the latches show no wear.

What Could Be Better
The interior layout of the large and medium boxes is basic. Open cavities without dividers or trays. PACKOUT boxes at higher price points include removable insert trays that provide internal organization. Bauer boxes are just boxes — you’ll need to add your own foam inserts, small containers, or dividers if you want internal organization beyond “everything in one bin.”
The resin material is durable but lighter-feeling than the PACKOUT’s. For home garage use, this is fine. For job site abuse — dropped from truck beds, kicked across concrete — the Bauer would likely show damage faster.
The Bottom Line
If you’re a professional tradesperson who depends on tool storage for your livelihood, buy PACKOUT or ToughSystem. The durability premium is worth it when your tools pay your mortgage.
If you’re a homeowner building a workshop, maintaining cars, or just trying to get your garage organized, the Bauer modular system is the best value on the market. Start with the rolling base and one stackable box. Add components as your needs grow. You’ll spend a fraction of the name-brand cost and get a storage system that genuinely works.
Harbor Freight has earned a lot of skepticism over the years with cheap tools that didn’t last. The Bauer storage line is different. This is a product category where they’re punching above their weight — and your wallet will thank you for noticing.
